Earlier Sajid Javid, who quit as health secretary yesterday - along with former Chancellor Rishi Sunak - told MPs that "treading the tightrope between loyalty and integrity" had become impossible. Boris Johnson has insisted he won't leave No 10, despite a growing revolt against his leadership.
Boris Johnson could face another confidence vote within days as members of the Conservative backbench committee will consider changing its rules as soon as tonight - and two executive members told the Guardian it was possible that the 1922 Committee could decide at a meeting of the executive on Wednesday afternoon to change the rules to allow for another vote.

Johnny Ward and William Kedjanyi are joined by Neil Channing to review last week's by-elections in Wakefield and Tiverton and Honiton.
Boris Johnson and the Conservatives suffered two defeats, losing Wakefield to Labour's Simon Lightwood and Tiverton and Honiton to the Liberal Democrats’ Richard Foord.
Wakefield was won by the Tories in 2019 with a majority of 3,358 after being a Labour seat since the 1930s, so Simon Lightwood's victory was not a major shock, but Tiverton and Honiton had been won with a majority of more than 24,000 in 2019 – when Neil Parish had more than 60% of the vote – so the Lib Der victory does represent a major gain.
There's discussion of the latest betting in the Boris Johnson exit date market, where Labour are currently heading, the latest on the Northern Ireland Protocol and Nicola Sturgeon's bid for a second Scottish Independence Referendum.
